This chapter covers tobacco, manufactured tobacco substitutes and products intended to deliver nicotine. Unmanufactured tobacco and tobacco refuse, cigars and cigarettes, homogenised or reconstituted tobacco and tobacco extracts, and products inhaled without combustion that contain tobacco or nicotine all belong here.
