What this chapter covers
This chapter covers vehicles other than railway or tramway rolling stock, together with their parts and accessories: tractors, buses, passenger cars, goods vehicles, special purpose vehicles, motorcycles and trailers. The term "tractor" means a motor vehicle constructed essentially for hauling or pushing another vehicle, appliance or load. Motor chassis fitted with cabs are classified with the vehicle concerned (87.02–87.04) rather than as chassis.
Tractors (87.01)
Vehicles for the transport of ten or more persons, including the driver (87.02), motor cars and other vehicles designed to carry people (87.03), and goods vehicles (87.04)
Special purpose vehicles: breakdown lorries, crane lorries, fire fighting vehicles, concrete mixers, road sweepers, mobile workshops and radiological units (87.05)
Bodies and cabs for motor vehicles (87.07) and their parts and accessories (87.08)
Self-propelled works trucks not fitted with lifting or handling equipment, for short distance transport of goods in factories, warehouses, ports or airports, and railway station platform tractors (87.09)
Motorcycles, mopeds, cycles fitted with an auxiliary motor and side-cars (87.11); bicycles for children (87.12)
Carriages for disabled persons, motorised or not, and their parts (87.13, 87.14)
Trailers and semi-trailers, other non-mechanically propelled vehicles, and their parts (87.16)
Not covered by this chapter
Railway or tramway vehicles designed to run only on rails
Machines and implements made to be fitted to tractors of 87.01 — they stay in their own headings even when presented with or mounted on the tractor
Children's wheeled vehicles other than bicycles (95.03)

Import duty rates across this chapter
The range is always computed WITHIN a single column: showing the EU column and the all-other-countries column as one range would misstate the duty. The binding rate depends on the twelve-digit code and the country of origin.
Source: annexes to the 2026 Import Regime Decree.
Customs duty — list column 7 — 0% – 22% · codes with a row: 347 · List II, V
Additional customs duty — list column 7 — 5% – 30% · codes with a row: 80 · List EK-1
Chapter 87 — measure rows in force: 16 · products: 3 · origins: 8 · tariff codes: 4. Measures whose published expiry has passed but which are under an open expiry review ARE included: they remain legally in force and the duty is payable.
What governs the application of a measure is the product definition, not the HS code alone — your goods may fall outside the definition even if they share the code.
